Svay Yan aka Sen, soldier of handicap office 62, confessed that in July 1976 Chhan, soldier of handicap office 62, received the plot from Loas Sruoch aka Loas Run to build up forces and to find out the core forces in order to kill them. After the Angkar took measures to arrest them, Loas Run and Chhan ran away.
