Saut Chhorn aka Yut received Makk Sakk's plots to build up more members in preparation for countering the revolution. Angkar ruled out a strict restriction on freedom of traveling, food, clothing, refusal to visit family, talking between men and women. Instead, Angkar got us worked all day and night. Suot Chhorn held meeting for many times to rally his network and set plots to be implemented. Theplans were to destroy factory, train station, and garage of state industry by using grenades. A number of his network was implicated in Suot Chhorn's confession.
សូត ឈន ហៅ យុត បានទទួលផែនការពីឈ្មោះ ម៉ាន់ សាក់ ឱ្យប្រមូលបក្សពួកឱ្យបានច្រើនដើម្បីប្រឆាំងបដិវត្ដន៍។ អង្គការមាន ការតឹងរឹងគ្រប់ផ្នែក តាំងពីការដើរហើរ ស៊ីចុក ស្លៀកពាក់មិនឱ្យ យុទ្ធជនទៅលេងគ្រួសារ បំបិទសិទ្ធិសេរីភាព មិនឱ្យយុទ្ធជន យុទ្ធនារី និយាយគ្នាលេង ឱ្យធ្វើការទាំងយប់ ទាំងថ្ងៃ ។ សូត ឈន បានបើក អង្គប្រជុំជាច្រើនលើក ដើម្បីប្រជុំបក្សពួក ហើយដាក់ផែនការ ឱ្យអនុវត្ដ ។ ផែនការនោះគឺផែនការកំទេចរោងចក្រ ផែនការកំទេច ស្ថានីយ៍រថភ្លើង និងផែនការកំទេចកន្លែងឡាន ឧស្សាហកម្មរដ្ឋ ដោយប្រើគ្រាប់បែក។ ក្នុងចំលើយសារភាពនេះដែរមានបញ្ជីរាយ ឈ្មោះបក្សពួកមួយចំនួន ដែលជាប់ក្នុងចម្លើយរបស់ សូត ឈន ។
