So Chhan aka Chhem confessed that in 1977 Hauy, deputy secretary of region 24, attended 3 times meeting with his network. The aim of the meeting was that to manage plan to stage the coup in April and September and to strengthen leading forces in the unit. When Vietnamese soldiers invaded Cambodia, they would fine way to connect Vietnam by fields telephone or telegram. They assigned networks to identify road situation, military base and the Angkar's artillery unit, and to arrange forces to provoke conflict in unit.
សូ ឆន ហៅ ឆែម បានសារភាពថា ក្នុងឆ្នាំ ១៩៧៧ ហូយ អនុលេខាធិការ តំបន់ ២៤ បានចូលរួមប្រជុំជាមួយបក្សពួកចំនួន ៣ លើក។ ខ្លឹមសារនៃអង្គប្រជុំគឺរៀបចំផែនការធ្វើរដ្ឋប្រហានៅខែ ៤ និងខែ ៩ ពង្រីកកម្លាំងដឹកនាំក្នុងអង្គភាពបើឱ្យយួនវ៉ៃចូលក្នុងទឹក ដីកម្ពុជា រកវិធីទាក់ទងយួនតាមតេអូ ឬទូរលេខ ចាត់តាំងកម្លាំង ក្ដាប់សភាពការផ្លូវ កងទ័ព ទីតាំងកាំភ្លើងធំ របស់អង្គការ និងរៀបចំ កម្លាំងបង្កើតសភាពច្របូកច្របល់។
