Condition of civil war have to start by people, this condition have meaning that: practic 2 wat people both man and woman are maker, base people is middle of war. Condition of civil war have to do all section, have to fight both militiaman, political, economic, foriegn affairs, abundant and appoint.
លក្ខការណ៍សង្គ្រាមប្រជាជន ត្រូវប្រជាជនជាអ្នកផ្ដើម លក្ខការណ៍ នេះមានន័យថាៈ អនុវត្ដពីរយ៉ាងគឺ ប្រជាជនទាំងប្រុស ស្រីអ្នកធ្វើ, ប្រជាជនមូលដ្ឋាដែលជាស្នូលនៃសង្គ្រាម។ លក្ខការណ៍សង្គ្រាម ប្រជាជនត្រូវធ្វើគ្រប់មុខ, ត្រូវវាយទាំងឈ្លប វាយទាំងនយោបាយ ទាំងសេដ្ឋកិច្ច វាយទាំងការងារបរទេស វាយទាំងសំបូរបែប និងចាត់តាំង។
