Te Leang Seng, aka Ty Luch who was 25, Khmer nationality and male, was born in Prek Tan Norng village, Prek Ta Norng commune, Sotin district, Kampong Cham provine. He had 8 brother and sisters, one male and seven female. His father was Meng Heng and mother Seng Nai. Leng Seng and his cliques escaped to Siam in September 1976, but Angkar arrested them when they were at the north of Phnom Penh Railway Station.
តែ លាងសេង ហៅ ទី លុច អាយុ ២៥ ឆ្នាំ ជនជាតិខ្មែរ ភេទប្រុស ស្រុកកំណើតនៅភូមិព្រែកតានង់ ឃុំព្រែកតានង់ ស្រុកកោះសូទិន ខេត្ដកំពង់ចាម។ មានបងប្អូន ៨ នាក់ ប្រុស ១ នាក់ស្រី ៧ នាក់ ឪពុកឈ្មោះ ម៉េង ហេង ម្ដាឈ្មោះ សេង ណៃ។ តែ លាងសេង និងបក្សពួកបាននាំរត់ទៅសៀម នៅខែ ៩-១៩៧៦ តែត្រូវអង្គ ការចាប់នៅពេលធ្វើដំណើរមកដល់ខាងជើងរ៉ារទេះភ្លើងភ្នំពេញ។
