Ngin Sa-ut, 32 year-old, was born at Tuol Rohka village, Kampong Trabek subdistrict, Kampong Trabek district, Prey Veng province. He first was an mining and fuel engineer of Ministry of Industry. He the was a farmer at Tuol Ampil village, Koki subdistrict, Kien Svay district. After that, he move to Preah Neth Preah commune, Preah Neth Preah district Group 5, Battambang. In 1962 get certificate of high school. In 1964, get bachelar degree.
ឈ្មោះ ងិន សាអ៊ុត អាយុ ៣២ ឆ្នាំ កើតនៅភូមិទួលរការ ឃុំកំពង់ត្របែក ស្រុកកំពង់ត្របែក ខេត្ដព្រៃវែង។ មុនរំដោះជា វិស្វករខាងអណ្ដូងរ៉ែ និងបេ្រងកាត ក្រសួងឧស្សាហកម្ម។ ក្រោយ រំដោះជាកសិករនៅភូមិទួលអំពិល ឃុំគគី ស្រុកកៀនស្វាយ។ បន្ទាប់ មកទៅនៅឃុំព្រះនេត្រព្រះ ស្រុកព្រះនេត្រព្រះ តំបន់៥ បាត់ ដំបង។ នៅឆ្នាំ ១៩៦២ ប្រឡងជាប់សពា្ញប័្រតឌីប្លូម។ នៅឆ្នាំ ១៩៦៤ ប្រឡងជាប់ប្រកាសនីយប័្រតមធ្យមសិក្សាទី ១ ហើយនិងទី ២។
