Nob Som with the whole family were driven by enemy to commune Boeng Srange, district Chhouk, Kampot province in 1972. He became a village chief for two months, and then he became an economic chief while his wife was detained for defecting to the national authority. There were different working places for district chief office, commune chief office, and economic military unit office. In 1973, Youn Viet Cong withdrew to south Youn land because they were attacked in every corner by Khmer Rouge. On 24 April 1974, Nob Som and his step wife rejoined the authority.
ណុប សុំ ត្រូវខ្មាំងគៀរទាំងគ្រួសារទៅសង្កាត់បឹងស្រង៉ែ ស្រុកឈូក«កំពត» នៅឆ្នាំ១៩៧២។ ត្រូវបានឡើងឋានៈធ្វើជាប្រធានភូមិ២ខែ បន្ទាប់មកធ្វើជាប្រធានសេដ្ឋកិច្ច។ ពេលនោះប្រពន្ធ ណុប សុំ ត្រូវចាប់ដាក់ឃុំឃាំងពីបទលួចរត់ចូលអាជ្ញាធរជាតិ (ពុំមានដំណឹង)។ ចំពោះមន្ទីរគណៈស្រុក, មន្ទីរប្រធានឃុំ, សេដ្ឋកិច្ច និងមន្ទីរកង ឈ្លបឃុំមានទីកន្លែងធ្វើការខុសគ្នា។ ឯយួនវៀតកុងគឺបានចុះទៅ តាមស្រុកយួនខាងត្បូងវិញនៅឆ្នាំ១៩៧៣។ មូលហេតុទ័ពយួន ចុះទៅស្រុកវិញ ដោយអង្គការទ័ពខ្មែរក្រហមវាយកំចាត់គ្រប់ទីកន្លែង។ នៅថ្ងៃ២៤ មេសា ១៩៧៤ ណុប សុំ ក៏បាននាំប្រពន្ធក្រោយរត់ មកចុះចូលអាជ្ញាធរវិញ។
