Tep Savan was arrested on December 17, 1974 by a battalion 619 of national armed forces in Trapeang Kak village in the West of Takeo town. He was a combatant in company 15, battalion 110, positioned in region 13, Southwest zone. And before he joined the army he used to learn the philosophy of class struggle situation and military strategy. The battalion 110 was located in Angta Som village and had 300 soldiers, equipped with weapons, and its commander was Nhan. Enemies in cited the army to anger at republicans by accusing this of suppressing class. Most of soldiers and people wanted to enter the society because Angkar communist conducted dictatorship and suppressed them, especially enemies forced people and monks to join the army.
ឈ្មោះទេព សាវ៉នត្រូវបានចាប់ខ្លួននៅថ្ងៃ១៧-១២-១៩៧៤ដោយកងទ័ពជាតិកងវរសេនាតូច ៦១៩ក្នុងភូមិត្រពាំងកក់ ខាងលិចក្រុងតាកែវ។ ជននេះជាយុទ្ធជនក្នុងកងអនុសេនាធំ ១៥ កងវរសេនាតូច ១១០ ប្រចាំតំបន់ ១៣ ភូមិភាគនិរតី។ ជននេះមុនចុះចូលជាយុទ្ធជនធ្លាប់បានរៀនមុខវិជ្ជាទស្សនៈ សភាពការណ៍នៃការតស៊ូវណ្ណៈ និងក្បួនយុទ្ធសាស្ដ្រ។ នៅក្នុងវរសេនាតូច ១១០នេះមានទីតាំងនៅក្នុងភូមិអង្គតាសោម មានកម្លាំងទាំងអស់៣០០នាក់ប្រដាប់ដោយអាវុធគ្រប់ធុនដែលមានឈ្មោះញ៉ន ជាមេបញ្ជាការ។ ពួកខ្មាំងបានឃោសនាបំផុសដល់យុទ្ធជនឱ្យមានកំហឹងឈឺចាប់មកខាងទ័ពសាធារណរដ្ឋដោយចោទថាៈសុទ្ធតែជាវណ្ណជិះជាន់។ មានប្រជាជននិងយុទ្ធជនមួយភាគធំចង់មករួបរួមក្នុងសង្គមជាតិវិញ ព្រោះពួកអង្គការកុម្មុយនិស្ដប្រើអំណាចផ្ដាច់ការ សង្កត់សង្កិន។ បង្ខំប្រជាជនឱ្យចូលធ្វើទ័ពនិងបង្ខំព្រះសង្ឃសឹកដើម្បីធ្វើកងទ័ព។
