On December 1973, Khmer rebel's economical district committee required business man and chief of fishing areas, and people's canoes who lived in our occupied government region to pay tax for them which equal government's tax. As for production, they were required to pay 10% tax on production, and canoes travelling through this area had to pay tax 300 riel per time, but villagers' boat were free. Villagers were required to voluntary contribute for economical committee such as currency, rice, fishes in order to supply their soldiers. The contributions were collected to be sent to Pel Phan, who was a chief of district.
ចាប់ពីខែធ្នូ ឆ្នាំ១៩៧២ គណៈកម្មការផ្នែកសេដ្ឋកិច្ចឃុំនៃខ្មែរឧទ្ទាម តម្រូវឱ្យអ្នកជំនួញថៅកែឡូត៍នេសាទ និងកាណូត ដែលរស់នៅតំបន់ រដ្ឋាភិបាលយើងកាន់កាប់ ឱ្យបង់ពន្ធទៅឱ្យពួកវាស្មើនឹងរដ្ឋាភិបាលយើង ដែរ។ ចំណែកឯផលិតផលវិញ ខ្មាំងតម្រូវឱ្យបង់ពន្ធ១០ភាគរយ។ ឯ កាណូតចុះឡើងម្ដងៗ ត្រូវបង់ពន្ធសុំចត៣០០រៀល។ ចំណែកឯទូក អ្នកស្រុកធម្មតា មិនបង់ពន្ធទេ។ ចំពោះប្រជាពលរដ្ឋសាមញ្ញ ខ្មាំងតម្រូវឱ្យបង់វិភាគទានដោយសុទ្ធចិត្ដជាប្រាក់ អង្ករ ត្រីជាដើម សម្រាប់ផ្គត់ផ្គង់។ រីឯត្រីដែលគណៈកម្មការផ្នែកសេដ្ឋកិច្ចចាប់បាន ខ្មាំងយកទៅលក់១គីឡូក្រាម១០០រៀល។ វិភាគទានប្រមូលបាន ត្រូវប្រគល់ឱ្យឈ្មោះ ប៉ែល ផន ជាប្រធានកម្មាភិបាលឃុំកាន់កាប់។
