On 14 September 1973, the chief of cadre in Lvea Em district appointed Kem to be a chief of Ta Chau and Puth to be a chief of Math Kra Sal village. People who had fled from the east bank of the Mekong river to the west, now returned to their home land, because they were convinced by khmer rebels' propaganda which announced that the people who lived along the Mekong river would be assisted. The khmer rebels planned to evacuate the residents living along this Mekong river their occupied area.
ថ្ងៃទី១៤ ខែកញ្ញា ឆ្នាំ១៩៧៣ គណៈកម្មាភិបាលស្រុកល្វាឯម បាន តែងតាំងឈ្មោះ គឹម ជាប្រធានភូមិតាចូ និងឈ្មោះ ពុទ្ធ ជាគណៈ ភូមិមាត់ក្រសាស់។ ប្រជាជនដែលភៀសខ្លួនពីខាងកើតទនេ្លមេគង្គមក ខាងលិចត្រូវបានមកកាន់ភូមិរបស់គេវិញហើយ ដោយចាញ់ការឃោសនារបស់វាថានឹងជួយគាំទ្រដល់ពួកគេដែលរស់នៅតាមបណ្ដោយទនេ្ល មេគង្គ។ ពួកខ្មែរឧទ្ទាមដែលរស់នៅតំបន់នេះមានគោលបំណងប្រុងកៀរអ្នកស្រុកដែលរស់នៅតាមបណ្ដោយទនេ្លមេគង្គនេះ ដើម្បីនាំយកទៅកាន់តំបន់របស់វាកាន់កាប់។
