Heng Seng was permitted to join the National Khmer Armed Forces in Prey Toting, Skun and Cheung Prey region, Prey Chhor district, Kampong Cham province. He was responsible for having contact with Khmer Rouge and Khmer liberation in order to convince them to join the government.
ឈ្មោះ ហេង សេង ត្រូវបានអនុញ្ញាតឱ្យធ្វើការជាប្រយោជន៍ដល់ ក្រសួងយោធពលខេមជាតិ នៅតំបន់ព្រៃទទឹង, ស្គន់ និងជើងព្រៃ ស្រុកព្រៃឈរ ខេត្ដកំពង់ចាម ក្នុងការទំនាក់ទំនងជាមួយខ្មែរក្រហម និងខ្មែររំដោះ ដើម្បីឱ្យមករួបរួមជាមួយរដ្ឋាភិបាលវិញ។
