Defector Chhim Chhoeun used to be Changkep village chief from 1970-1972, and in March 1973 he was the chief of commune farmer in order to grow rice and send information to the top Angkar, especially report on people who were creless to be educated. Staff who were relavant to killing and tormenting people in this commune.
