Sam Chhoeun aka Pheng, secretary of regiment 13, division 310, confessed that on December 10, 1974 Khoeun joined a meeting and received the plan from Khuon to build up new traitorous forces and former networks in order to attack the revolution in the future.
សំ ឈឿន ហៅ ផេង លេខាវរសេនាធំ១៣ កងពល៣១០ បាន និយាយថា នៅថ្ងៃទី១០ ១២ ១៩៧៤ ឃឿន បានចូលរួមប្រជុំ ទទួលផែនការកសាងកម្លាំងក្បត់ពី ឃួន និងប្រមូលខ្សែចាស់ៗ ឡើងវិញដើម្បីកសាងកម្លាំងក្បត់សម្រាប់វាយបដិវត្ដនៅពេលអនាគត។
