On September 22, 1972, Israeli Embassy to Phnom Penh city, has received a packageed letter, sized 15cm x 30cm, and weighted 150 g from Holand. According to controlling of inspection department of explosives indicated that this packaged letter had TNT
powder gun, it was 1mm in think, and packaged in pink carton, and written into Soviet letter and Arabe letter that " comité de september noir ". Therefore, National Khmer Army headquarter ordered all units to concentrate on vigilance of tearing of packaged letter and in order to prevent the act of sabotage from conducting of North Yuon Viet Cong to our staff and military officials, who were high ranking in Government. កាលពីថ្ងៃទី២២ ខែកញ្ញា ឆ្នាំ១៩៧២ ស្ថានទូតអ៊ីស្ដ្រាអែលប្រចាំក្រុងភ្នំពេញ បានទទួលកញ្ចប់សំបុត្រ១ ទំហំ៣០សម និង១៥សម ទំងន់១៥០ក្រាម ដែលផ្ញើមកពីប្រទេសហូឡង់ដ៍។ ឆ្លងតាមការពិនិត្យរបស់ក្រសួងបចេ្ចកទេស ខាងគ្រឿងផ្ទុះបានឱ្យដឹងថា កញ្ចប់សំបុត្រនោះមានជាតិតេអ៊ិនតេកម្រាស់១មម បង្កប់ក្នុងក្រដាសការតុងពណ៌ផ្កាឈូកយ៉ាងធ្ងន់ ហើយដេតន់ណាតើរាងសំប៉ែតមានសរសេរអក្សរសូវៀត និងមានក្រដាសមួយសន្លឹកសរសេរជាអក្សរអារ៉ាប់ថា «កូម៉ីតេ ដឺសេបតាមបឺនរ័»។ ដោយហេតុនេះទើបអគ្គបញ្ជាការយោធពលខេមរជាតិបញ្ជារ ដល់គ្រប់កងឯកភាពទាំងអស់ ឱ្យមានការប្រុងប្រយត្នចំពោះការហែកស្រោមសំបុត្រ ដើម្បីចៀសវាងការធើ្វវិចេ្ឆទកម្មពីសំណាក់យួនយៀកកុង យៀកណាមខាងជើងមកលើបុគ្គលិក និងនាយទាហានដែលកាន់តំណែងធំៗក្នុងរដ្ឋាភិបាល។
