Sam Chhoeun aka Pheng, secretary of regiment 12, division 310, confessed that based on the plan of building network in order to take over an authority the revolution, Pheng assigned Et and Chhuon to take responsible for controlling and building up forces in Phnom Penh. Et and Chhuon were also in charge of weapon warehouse.
សំ ឈឿន ហៅ ផេង លេខាវរសេនាធំ១២ កងពល៣១០ បាន និយាយថា ក្នុងផែនការក្ដាប់ និងកសាងកម្លាំងដើម្បីត្រៀមវាយ ដណ្ដើមរដ្ឋអំណាចពីបដិវត្ដខ្លួនបានចាត់តាំង អេត និង ឈួន អោយទទួលភារកិច្ចក្ដាប់ និងកសាងកម្លាំងនេះនៅភ្នំពេញ។ ឯឃ្លាំងអាវុធក៏ពីរនាក់នេះទទួលខុសត្រូវដែរ។
