Sam Chhoeun aka Pheng, secretary of regiment 12, division 310, confessed that based on the plan of building up traitorous network to take over the revolutionary authority from the party, Pheng assigned Vann to take responsible for creating more network at Chhouk Va worksite. As for the current activity of Vann, Pheng did not inform in details.
