A source reported that on November 10, 1971, about 300 North Yuon Viet congs, under the command of Lieutenant colonel Pai Koeng and Ngvieng Yang Hay, and about 200 Khmer Viet Cong, under the command of Kroem Van, Men Sun, Hao, brought soldiers, teachers, and families who had been caught from Banoy village to gather at one place in the forest behind Wat Koh at VT:948-213 and VT: 952-215. The source added that hundreds of Vietnamese who came down from Phnom Phong, Korng Pisey district aimed to attack Banteay Mean Chey in Tram Khnar and destroy National Road No. 3.
