កំណត់សម្គាល់សេចក្ដីសង្ខេប :
On November 5, 1973 Khmer rebel in region 25 convened for a meeting participated by chiefs of the committee of cadres at all levels in Prek Sleng 1 village, Talun sub-district, Sa-Ang district, Kandal province. Their purpose was to implement some plans led by Chhun Hong, Pring Sakhan, Um Bunthan aka Huot Se. First plan: Assigned district and village chief to propagadize by explaining people living along the national road 2 to take their families to live in their controled region. Second plan: Assigned geographical secret agents to examine the location of the land and our national army base from Chbar Ampeou up to Neak Loeung, byroad along Prek Pra up to Koh Krabei. Third plan: prepared to occupy the national road 1 near Kanleng Krabei village, so they would transport their soldiers to Banteay Dek sub-district. Fouth plan: Ask for 2500 to 3000 additional armed forces from region 22, 23 and 24 for intervention. Fifth plan: prepared to attack the national army at Chbar Ampeou.
កាលពីថ្ងៃទី៥-វិច្ឆិកា-១៩៧៣ ខ្មែរឧទ្ទាមនៅតំបន់២៥ បានកោះប្រជុំ ប្រធានគណៈកម្មាភិបាលស្រុក ភូមិនៅភូមិព្រែកស្លែង១ សង្កាត់តាលន់ ស្រុកស្អាង ខេត្ដកណ្ដាល ដើម្បីសមេ្រចគម្រោងការណ៍ខ្លះៗក្រោមបញ្ជា ការឈ្មោះ ឈុន ហុង, ព្រីង សាខន, អ៊ុំ ប៊ុនថន ហៅ ហ៊ួត សេ។ គម្រោងទី១ៈ ចាត់ឱ្យប្រធានស្រុក, ភូមិដើរឃោសនាពន្យល់អ្នកស្រុក នៅតាមបណ្ដោយផ្លូវជាតិលេខ១ ឱ្យនាំគ្រួសារភៀសខ្លួនមក តំបន់វា កាន់កាប់។ គម្រោងទី២ៈ ចាត់ភ្នាក់ងារសម្ងាត់ផ្នែកភូមិ សាស្ដ្រដើរ ពិនិត្យស្ថានភាពទឹកដី និងទីតាំងកងទ័ពជាតិចាប់ពីច្បារអំពៅ រហូតអ្នក លឿង តាមផ្លូវព្រែកប្រា រហូតដល់កោះក្របី។ គម្រោងទី៣ៈ ត្រៀមវាយផ្ដាច់ផ្លូវជាតិលេខ១ ម្ដុំភូមិកន្លែងក្របី ដើម្បីចម្លងទ័ពវា ទៅក្នុងសង្កាត់បន្ទាយដែក។ គម្រោងទី៤ៈ សុំទ័ពជំនួយ ពីតំបន់២២, ២៣, ២៤ ចំនួន២៥០០ទៅ៣០០០នាក់ ឱ្យមកជួយ ធ្វើអន្ដរាគមន៍។ គម្រោងទី៥ៈ ត្រៀមវាយប្រហារទ័ពជាតិនៅច្បារ អំពៅ។
