Presently, people living in the enemies's controlled region faced difficulties in their living due mainly to the lack rice supply and party because the Khmer Rebels in that region imposed a very strict ban on people from commuting to the government's region. With people's dissatisfaction with their rule, they decided to let people have access to a market where they could buy a number of stuffs like rice to be brought and used in the their region. By so doing, it was a means by which they would assign their foodstuff collecting committee members to go all along with people to buy foodstuffs in reserve for altacking Phnom Penh City.
សព្វថ្ងៃនេះប្រជាជនដែលរស់នៅក្នុងតំបន់ខ្មាំងកាន់កាប់មានការលំបាក ក្នុងការចិញ្ចឹមជីវិតជាខ្លាំងដោយខ្វះស្រូវអង្ករដោយមូលហេតុមកពីខ្មែរ ឧទ្ទាមនៅតំបន់នោះមានការតឹងរឹង និងហាមឃាត់ប្រជាជនមិនឱ្យចេញ ចូលតំបន់រដ្ឋាភិបាល។ ដោយឃើញប្រជាជនមិនសប្បាយចិត្ដនឹងបញ្ជាខ្លួន ខ្មែរឧទ្ទាមក៏បានបើកឱ្យប្រជាជនចេញចូលទីផ្សារទិញអង្ករ ស្រូវ គ្រឿងឧបភោគ យកមកតំបន់ដែលខ្លួនកាន់កាប់។ ខ្មាំងអនុញ្ញាតិ ដូចេ្នះគឺជាមធ្យោបាយមួយដែលវាចាត់ឱ្យគណកម្មការប្រមូលស្បៀង ចូលបន្លំជាមួយដើម្បីទិញស្បៀងទុកសម្រាប់វាយប្រហារមកលើរដ្ឋធានី ភ្នំពេញ។
