During 20 to 24 August 1975, Angkar Khmer Rouge paid a visit to the base in Northwest zone to study the situation after liberating. The main purpose of the visit were as the following: -People's condition: people had selter, good standard of living and party offered them booty one after one, but remote people were insufficient and affected by sickness. Newcomer lacked food, medicine, especially people who lived in the West of Lvea and along Stung Mongkul Borei had a fever. Enemies situation: There was an action by In Tam's armed forces, who were supported by Thailand and were sent to mingle so as to persuade people to flee to Thailand and sabortage by diffusing leaflets at Malai-they also mingled with train workers (new worker). Revolutionary forces: there were two brigades. One was stationed in Sisophon and another was at base line. Economic situation, we broadened farming land everywhere and repaired hemp-weaving, tractors workshop and cotton-pock up machine. Angkar Khmer Rouge commended the authority to ensure that people believed in revolution we must strengten coorperative because it had 2 important role. First it was all kind of power to be against American empire. Second it absorbed city people to arrange Northwest zone: Angkar Khmer Rouge made the following measures. 1. The border was left to be held by district, region and zone. 2. Spike trap need to be used along border. 3. Zone was responsible for connection along border (Thailand, CIA). 4. Take care of collective, especially living-standard meeting must be held freguently. 5.Encourage collective and lift up people's living condition as example for people and the world.
កាលពីថ្ងៃទី២០-២៤ សីហា ១៩៧៥ អង្គការខ្មែរក្រហមបានធ្វើ ទស្សនៈកិច្ចមួយ ដើម្បីពិនិត្យសភាពការណ៍រួមក្នុងមូលដ្ឋាននៅភូមិភាគ ពាយ័ព្យ ក្រោយពេលរំដោះរួច។ ចំណុចសំខាន់ៗនៃដំណើរការទស្សនៈ កិច្ចនេះ មានសភាពការណ៍ប្រជុំប្រជាជនមានជម្រករស់នៅមិនខ្វះខាត ដោយបក្សផ្ដល់នូវជ័យភណ័្ឌជាបន្ដបន្ទាប់ ប៉ុន្ដែប្រជាជននៅឆ្ងាយនៅ ខ្វះខាត និងមានជម្ងឺ។ ប្រជាជនថ្មីខ្វះស្បៀង ខ្វះថ្នាំសង្កូវ ជាពិសេស នៅខាងលិចល្វា និងតាមស្ទឹងមង្គលបូរី ប្រជាជនគ្រុនក្ដៅច្រើន។ សភាព ការណ៍ខ្មាំងមានសកម្មភាពពីទ័ពអិនតាំ ដែលគាំទ្រដោយបញ្ចូលគ្នាចូល មកដើម្បីទាក់ទងប្រជាជនយកទៅថៃ និងធ្វើវិទ្ធង្សនាបាចខិតប័ណ្ណនៅ ម៉ាល័យ ព្រមទាំងមានបង្កប់ខ្លួននៅក្នុងចំណោមកម្មកររទេះភ្លើង (កម្មករថ្មី)។ សភាពការណ៍កងទ័ពបដិវត្ដន៍ មាន២កងពលតូចមួយនៅ ព្រំដែននៅស៊ីសូផុន និងមួយកងទៀតនៅសមរភូមិក្រោយ។ សភាព ការណ៍សេដ្ឋកិច្ចបានជម្រុញការធ្វើស្រែគ្រប់ទីកន្លែង។ ជួសជុលរោង ចក្រតម្បាញក្រចៅ រោងចក្រជួសជុលត្រាក់ទ័រម៉ាស៊ីនកិនកប្បាសឡើង វិញ ដើម្បីដំណើរការ។ អង្គការខ្មែរក្រហមបានណែនាំរដ្ឋអំណាចក្ដាប់ ប្រជាជនឱ្យបានធ្វើយ៉ាងណាឱ្យប្រជាជនជឿជាតិលើបដិវត្ដ។ ត្រូវពង្រឹង សហករណ៍ព្រោះសហករណ៍មានតួនាទី២ សំខាន់គឺ សហករណ៍ផ្ដល់កម្លាំង គ្រប់បែបយ៉ាង ដើម្បីវាយចក្រពត្ដិអាមេរិក និងទី២គឺសហករណ៍ស្រូប ប្រជាជនថ្មីចេញពីទីក្រុងទាំងអស់។ ដើម្បីរៀបចំភូមិភាគពាយ័ព្យ អង្គ ការខ្មែរក្រហមបានរៀប វិធានការណ៍ៈ ១. តាមព្រំដែនប្រគល់ឱ្យស្រុក និងតំបន់រួមជាមួយភាគជាអ្នកក្ដាប់។ ២. តាមព្រំដែនត្រូវប្រើរួមផ្សំឧបករណ៍ បុរាណខ្លះៗគឺប្រើចំរូងគ្រប់ប្រភេទ។ ៣. ការរៀបចំតាមព្រំ ដែន គឺភាគជាអ្នកក្ដាប់មានវៃនិងសេអ៊ីអា។ ៤. យកចិត្ដទុកដាក់ពិនិត្យ សហរណ៍ ជាពិសេសប្រជុំជីវភាពឱ្យបានញឹកញាប់។ ៥.ពង្រឹងសហ ករណ៍ និងដោះស្រាយជីវភាពប្រជាជនឱ្យបានខ្ពស់ ដើម្បីធ្វើគំរូឱ្យ ប្រជាជនថៃ និងសកលលោក។
