The meeting of all division chief took place in June 1, 1976. Comrade 89, presented the world situation which was related to our revolution including united states, Soviet Unit and Vietnam. The was also a discussion on some tangible strategies to get 3 tons of rice per hectar, to depend and support ourselves 100 percent and support the unit 30 percent such as to provicle food supplies for rice fields and some techniques for making water gates, canals, dike systems and producing compost and the way to use it. Moreover, we had to produce a varities of plants such as nuts, beans and the animal raising. Comrade 89, also concluded that there were shortages of food supply in rural areas such as Pursat in which 1 Kampong of rice had been eaten by six people. There was active involment for canal making. We asked logistics department to get back rice from Division 703, 170, food supply departments, Division 502 and 377. Each division had to rely on themselves 100 percent and we had to trace them carefully from July make sure that they could not be accessible to get rice.
ការប្រជុំគ្រប់គណៈកងពលទូលាយមួយ បានប្រព្រឹត្ដទៅនៅថ្ងៃទី១ មិថុនា ឆ្នាំ១៩៧៦ ដែលរាយការណ៍ដោយសមមិត្ដ ៨៩ អំពីសភាព ការណ៍សកលលោកដែលទាក់ទងនឹងបដិវត្ដន៍យើង ក្នុងនោះមាន ប្រទេសអាមេរិក សូវៀត វៀតណាម ពិភាក្សា និងសមេ្រចលើ សេចក្ដីរាយការណ៍របស់ប្រធានកងពលនីមួយៗ។ ពិភាក្សាជាក់ស្ដែង មួយចំនួនដែលទាក់ទងទៅដល់ការវាយសម្រុកឱ្យបាន៣តោន ក្នុងមួយ ហិកតា ឧបត្ថម្ភខ្លួនឱ្យបានមួយរយភាគរយ និងឧបត្ថម្ភអង្គការឱ្យបាន សាមសិបភាគរយ ដូចជាឧបត្ថម្ភស្បៀងដល់កងពល រហូតស្រូវទុំ ដោយមិនបានសុំពីអង្គការ, ម្ចាស់ការលើបញ្ហាបូមទឹក និងស្ថានីយ៍ ទឹក, បញ្ហាបចេ្ចកទេសខ្លះក្នុងការធ្វើលូទឹក ធ្វើប្រឡាយ ប្រព័ន្ធភ្លឺ, ធ្វើជី និងប្រើជី។ បញ្ហាដំណាំបន្ទាប់បន្សំផេ្សងៗដូចជា សណ្ដែកដី សណ្ដែកសៀង និងបញ្ហាចិញ្ចឹមសត្វ។ សមមិត្ដ ៨៩ សរុបមតិៈ -សភាពការណ៍ស្បៀងនៅជនបទមានការខ្វះខាត។ ឧទាហររណ៍ៈ នៅខេត្ដពោធិ៍សាត់ អង្ករមួយកំប៉ុងហូបគ្នា៦នាក់។ ឯចលនាការងារ ជីកប្រឡាយព្រែកខ្លាំងក្លា។ អង្គការបន្ថយលើរបបយើងដើម្បីឱ្យ ប្រជាជន។ សំណូមពរភ័ស្ដុភារសុំដកស្រូវពីកងពល ៧០៣, ១៧០ ផ្នែកភស្ដុភារ, កងពល ៥០២ និងកងពល ៣៧៧។ ត្រូវកងពល នីមួយៗឧបត្ថម្ភខ្លួនឱ្យបាន ១០០ភាគរយ ត្រូវចុះនឹងតាមដានឱ្យជាប់ ចាប់ពីខែកក្កដា ទៅឈប់បើកអង្ករ។
