On March 17, 1973, Ta Khuon, a Committee Chief of Toekpos district and Ta Vung, a Committee Chief of Rolea Phieat district, Kampong Chhnang province, held a meeting in which they informed the members of the villages and communes did not to flee to or near the government-occupied area.
កាលពីថ្ងៃទី១៧ ខែមីនា ឆ្នាំ១៩៧៣ ឈ្មោះ តាឃួន ដែលជាប្រធាន គណៈកម្មាធិការស្រុកទឹកផុស និងឈ្មោះ តាវង់ ជាប្រធានគណៈកម្មាធិការស្រុករលាប្អៀរ ខេត្ដកំពង់ឆ្នាំង បានរៀបចំបើកសម័យប្រជុំ បើកសម័យប្រជុំមួយ ដើម្បីប្រាប់សមាជិកគណៈកម្មាធិការឃុំ និងភូមិ ស្ដីអំពីការហាមប្រាមមិនឱ្យភៀសខ្លួនចូលមកជ្រកក្នុងតំបន់រដ្ឋាភិបាល យើងកាន់កាប់។
