On 5th September 1973, chief committee of Prey Kob village ordered the committeemen to buy rice in Dam Dek village, Chi Kreng district, Siem Reap province, for there were no enough rice for inhabitants and soldiers in Kampong Svay district, which was under their control. The Viet Cong had 15 tractors to transport rice from Dam Dek to Kampong Kleang. Se, cadre chief of Chi Kreng district, was assigned to control rice selling process to Viet Cong. About 200 young militiamen, between 14 to 25 years old, were studying military strategy.
កាលពីថ្ងៃទី៥ ខែកញ្ញា ឆ្នាំ១៩៧៣ ប្រធានគណៈកម្មាធិការភូមិព្រៃកុបបានបញ្ជាឱ្យគណៈកម្មាធិការដើរទិញអង្ករក្នុងភូមិដុំដែក ស្រុកជីក្រែង ខេត្ដសៀមរាប ពីព្រោះសព្វថ្ងៃនៅតំបន់ខ្មាំងកាន់កាប់នៅស្រុក កំពង់ស្វាយ ទាំងប្រជាជន និងពួកវាមានសេចកី្ដវេទនាជាខ្លាំង ដោយ ខ្វះអង្ករបរិភោគ។ ពួកយៀកកុងយួនបានយកត្រាក់ទ័រ១៥គ្រឿងទុក សម្រាប់ដឹកអង្ករពីដុំដែកយកទៅទុកនៅកំពង់ឃ្លាំង។ មានឈ្មោះ សែ ជាប្រធានគណៈកម្មាភិបាលស្រុកជីក្រែង ដើម្បីត្រួតពិនិត្យការលក់អង្ករឱ្យកងទ័ពយួនយៀកកុង ហើយជាពិសេសទៅទៀត មានកងឈ្លបចំនួន ប្រហែល២០០នាក់ បានហាត់ហឹ្វកហ្វឺនក្បួនយុទ្ធសាស្ដ្រ ដែលសុទ្ធតែកេ្មងៗក្នុងស្រុកកំពង់ស្វាយ ខេត្ដកំពង់ធំ ដែលមានអាយុពី១៤ ទៅ ២៥ឆ្នាំ។
