According to letter No.059MS/NBB dated February 20, 1975, the Ministry of Great Consolidarity decided to sep up camps in Kongkea Phus pagoda in sangkat 15, Khan Daun Penh district for defector khmers. 12 people from the Minstry of Great Consolidarity convinced 42 former communist soldiers in Region 15, to give in these camps.
យោងតាមលិខិតលេខ០៥៩ មស-នបប ចុះថ្ងៃ ២០ កុម្ភៈ ១៩៧៥ ក្រសួងមហាសាមគី្គ សមេ្រចឱ្យបង្កើតជំរុំមួយនៅក្នុងបរិវេណវត្ដ គង្គាផុស សង្កាត់លេខ១៥ ខ័ណ្ឌដូនពេញ សម្រាប់ទទួលខ្មែរ ម្ខាងទៀត ដែលចូលមករួមរស់ក្នុងសង្គមជាតិវិញ។ មានសមាសភាព១២នាក់ ធ្វើការបង្រួបបង្រួមប្រមូលខ្មែរស្ម័គ្រចិត្ដបានចំនួន៤២នាក់ ក្នុងនោះ សុទ្ធតែជាយុទ្ធជននៅអង្គភាពទ័ពខ្មែរកុម្មុយនិស្ដប្រចាំតំបន់១៥ឱ្យចូលក្នុងជំរុំទាំងអស់។
