Vietnamese fellow mainly focussed on the foreign affairs, in which, there were main leaders of Vietnamese central party to visit the foreign countries. His excellency Phaing Vann Dong went to visit in Europe, and His excellency Vaung Vien Yapp went to visit in Russia. As for His excellencies Le Doek Tha, Va Chy Kong, Le Thanh Ngy, Ngvieng Yuy Trinh, and Troeung Chinh went to visit in Russia and branch of countries that had signed pact of Varsovie. The report was copied for uncle Nuon, brothers Vann, Vorn, Khieu, and the documentation office.
