The visit of the Vietnamese party in Laos was a strategy for oppressively occupying Laos and being a revolutionary leader of the indochina. Moreover, the Vietnamese intentionally wanted Cambodian, China, and the international community to understand that they had had the correct policy for neighbor countries. This visit was a strategy that they could take the opportunity to enlarge their power inthe indochina, could become Vietnam as a 3th socialist country in the world, and could colonize Laos and Laotian to be a branch of Vietnamese party in the future. The report was sent to uncles Nuon, Vann, Vorn, brother Khieu, and the documentation office.
ការធ្វើទស្សនកិច្ចរបស់បក្សវៀតណាមនៅលាវ នេះជាយុទវិធីដើម្បី ក្ដាប់លាវឱ្យជាប់ឱ្យណែនក្នុងឋានៈជាមេបដិវត្ដនៅណ្ឌូចិននិងត្រួតត្រា ជិៈជាន់លាវតទៅទៀត។ ម្យ៉ាងទៀត វៀតណាមចង់បង្ហាញ កម្ពុជា- ចិន និងសកលលោកថា វៀតណាមមានគោលនយោបាយត្រឹមត្រូវ ចំពោះប្រទេសជិតខាង។ ដំណើរទស្សនកិច្ចនេះជាយុទ្ធវិធីឆក់យកឱកាសពង្រីកអំណាចរបស់ខ្លួននៅណ្ឌូចិន ហើយចង់ដើរតួជាប្រទេស សង្គមនិយមទី៣លើសកលលោក ហើយក៍ជាឱកាសមួយដ៍ប្រសើក្នុង ការដាក់អានិគមលើលាវ ប្រែក្លាយប្រជាជនលាវ ប្រទេសលាវឱ្យទៅ ជាសាខាមួយរបស់បក្សវៀតណាម និងទៅជាប្រទេសរបស់ខ្លួនទៅអនាគត់។ ចម្លងជូនអុំ, អុំនួន, បងវ៉ាន់, បងវន, បងខៀវ និង មន្ទីរឯកសារ។
