Sea Him, soldier of division 164, confessed that Siv, chief of Sa-ang district, region 25, attended a meeting and received the plot from Chey, chief of state agricultural office, to assign the traitorous forces to hide themselves in each units. Siv was a trustful person of Chey and a long time opponent of the revolution.
