On June 14, 1977, our Armed Force, called "Kampuchean Army," infiltrated more than 40 kilometers into the Vietnamese territory in Sasie and Doem near Hatieng. When that happened, Vietnam issued an invitation letter to our party and government to tackle. During the meeting, Vietnamese side took a tough stance toward us. Vietnamese said it was not that the invasion, massacre and burning down existed only in reports, but, in effect, there was indisputable evidence. Vietnam went on to say that you [Cambodia] argued that Vietnam had invaded. Did you have evidence? We [Vietnam] answered that our primary evidence was that our party had a clear-cut policy toward the neighboring countries. In other words, our armed force had in mind a gentle and candid tradition. We were never reminiscent of invading any country. With regard to the bomb craters, your armed force bombarded and killed our people. Even though our people did farming, the craters were never covered up easily. When we came to talk of bombardment, they turned to others things.
កាលពីថ្ងៃទី១៤ មិថុនា ១៩៧៧ កងកំលាំង១កងធំរបស់យើង«កងទ័ពកម្ពុជា»ឈ្លានពានព្រំដែនគេ«វៀតណាម»ប្រវែងជាង៤០គ.ម. ចាប់ពីសាសៀដល់ដឹមជិតហាទៀង។ ក្រោយពីមានបញ្ហានេះកើតឡើង គេ«វៀតណាម»បានចេញសំបុត្រអពោី្ជញបក្ស និង រដ្ឋាភិបាលយើង ចូលរួមដោះស្រាយ។ ក្នុងការជួបគ្នាខាងគេបង្ហាញអាកប្បកិរិយាតឹង តែងមកលើយើងច្រើន។ វៀតណាមនិយាយថា ការដែលកងទ័ព កម្ពុជាបំពារបំពាន និងកាប់សម្លាប់ដុតកំទេចខាងវៀតណាមមិនលើក ឡើងតាមតែរបាយការណ៍ទេ គឺសុទ្ធតែមានភស្ដុតាងច្បាស់មិនអាច ប្រកែកបាន។ វៀតណាមបន្ដថាខាងសមមិត្ដវិញ ដែលថាកងទ័ព វៀតណាមរំលោភលើ តើមានភស្ដុតាងទេ?។ យើងបានឆ្លើយថា ភស្ដុតាងធំបំផុតគឺបក្សយើងមានគោលនយោបាយត្រឹមត្រូវចំពោះ ប្រទេសជិតខាងប្រជាជន និងកងទ័ពយើងមានប្រពៃណីស្លូតបូតស្មោះ ត្រង់មិនដែលនឹកឃើញចង់ឈ្លានប្រទេសណាទេ។ ចំណែករណ្ដៅគ្រាប់ បែកកម្ពុជាដែលកងទ័ពសមមិត្ដទំលាក់សម្លាប់ប្រជាជនកម្ពុជា យើងខ្ញុំ ដែលកំពុងសស្រាក់សស្រាំធ្វើស្រែនោះមិនទាន់រលប់ងាយៗទេ។ កាលណាយើងនិយាយដល់រឿងយន្ដហោះ គេដោះដៃទៅនិយាយពីអ្វី ទៅវិញ។
