Agent 225, reported that the chief of Sangkat Kan Doeng transported soldiers to mistreat people and commanded them to check the people for constritutional referendum cards. If someone did not have this card, the chief intimidated and demandead 300 or 500 riels to make new one. The source added that the chief had were a bandit, to be a chief of Bati district on March-18-1970.
ភ្នាក់ងារ២២៥ បានរាយការណ៍មកថា មានចៅសង្កាត់កណ្ដឹង បានដឹកជញ្ជូនទាហានឱ្យធ្វើបាបប្រជាជនយ៉ាងខ្លាំង ព្រមទាំងបញ្ជាឱ្យទាហាន ដើរឆែកឆេរកប័ណ្ណអនុស្សាវរីយ៍ប្រជាមតិរដ្ឋធម្មនុញ្ញ ពីប្រជាជនបើនរណាគ្មានប័ណ្ណនេះទេ ត្រូវចៅសង្កាត់រូបនេះសំឡុតឱ្យបង់ប្រាក់ ពី៣០០-៥០០រៀល ទើបចៅសង្កាត់នោះធ្វើប័ណ្ណថ្មីឱ្យ។ ប្រភពបាន បញ្ជាក់ ទៀតថាចៅសង្កាត់នេះកាលដើមឡើយជាក្រុមចោរ ប៉ុន្ដែ ឥឡូវត្រូវចៅហ្វាយស្រុកបាទី តែងតាំងឱ្យធ្វើចៅសង្កាត់កាលពីថ្ងៃ ១៨ មីនា ១៩៧០។
