Vang Sarin was a chief of monks in wat Traeysla temple in Sa-ang district, and he fled from the enemy control area on May 24, 1974. In 1974, Angkar Khmer Communist collected all chief of monks in Sa-ang district so as to explain them about the principal on development. This pricipal was approved by Kieu Samphan in which they raised up 6 points as following: water policy, planting policy, the policy which forced the monks to give up their saffrons, discussion matter, collectivization, and the meansure for captured monks by Angkar. For 3 new pricipals of khmer communist, were brought up about: Non-negotiation with republican government military or administrative assignment in order to deploy themselves in Phnom Penh city, and Khmer communist regime were controlled by Khmers themselves.
ឈ្មោះ វង សារិន ជាចៅអធិការវត្ដត្រើយស្លា ស្រុកស្អាង បានភៀស ខ្លួនពីតំបន់ខ្មាំងកាន់កាប់កាលពីថ្ងៃ២៤ ឧសភា ១៩៧៤។ នៅក្នុងឆ្នាំ ១៩៧៤ អង្គការខ្មែរកុម្មុយនិស្ដបានប្រមូលចៅអធិការវត្ដទាំងអស់ ក្នុងស្រុកស្អាងទៅពន្យល់ពីគោលការណ៍វិវត្ដន៍។ គោលការណ៍ នេះជាឯកសារចេញពី ខៀវ សំផន ដែលក្នុងនោះលើកឡើង៦ចំនុចគឺ នយោបាយទឹក នយោបាយបង្កបង្កើនផល នយោបាយធ្វើឱ្យព្រះ សង្ឃលាចាកសិក្ខាបទ បញ្ហាវិភាគរួម បញ្ហាសមូហភាវូចនីយកម្ម និងវិធានការណ៍ចំពោះព្រះសង្ឃដែលកៀរបាន។ ចំពោះគោលការណ៍ ថ្មី៣របស់ខ្មែរកុម្មុយនិស្ដគឺ គ្មានលក្ខ័ណ្ឌអ្វីទាំងអស់ចំពោះការចរចារ ជាមួយរដ្ឋាភិបាលសធារណរដ្ឋ ចាត់ឱ្យមានកម្លាំងយោធាឬរដ្ឋបាល ចូលទៅបង្កប់ខ្លួនក្នុងទីក្រុងភ្នំពេញ និងរបបខ្មែរកុម្មុយនិស្ដត្រូវតែ កាន់កាប់អំណាចដោយខ្មែរខ្លួនឯង។
