In January 1974, Khmer communist formed a committee office at Phnom Del in Mok Kampoul district. The committee had duty to train the war psychology and ideology to people who lived in that area. The committee also had duty to encourage combatant to join in army in order to liberate people from national government and lead the country to communism instead. The committee consisted of the following members, Chan Vorn as a committee officer, Sok Koeun as deputy officer and Pun Vy as political commissioner.
នៅ ខែមករា ១៩៧៤ ខ្មែរកុម្មុយនិស្ដនៅស្រុកមុខកំពូល (ភ្នំដិល) រៀបចំគណៈកម្មាធិការមួយ។ ស្នងការនយោបាយមាននាទីអប់រំខាង សង្គ្រាមចិត្ដសាស្ដ្រមនោគមន៍វិជ្ជាជាមួយប្រជាជនក្នុងតំបន់ ពួកវា ត្រួតត្រា ពិសេសដឹកនាំយុវជនឱ្យចូលបម្រើទ័ពដើម្បីរំដោះប្រទេសកម្ពុជា ហើយនឹងដឹកនាំប្រជារាស្ដ្រខ្មែរឱ្យទៅកាន់លិទ្ធិកុម្មុយនិស្ដវិញ។ គណៈកម្មាធិការនេះមានឈ្មោះ ចាន់ វន ជា ប្រធាន, សុខ គ្រឿង ជាអនុប្រធាន, ប៉ុនវីជាស្នងការនយោបាយ។
