Sea Him, soldier of division 164, confessed that since 1974 Phai, leader of work site of region 25, was a traitorous network of Chey, chief of state agriculture. In July 1975, Chey reported Phai and continuously to Sea Him about the Angkar replaced his network from taking over the revolutionary power.
