On April 02, 1974, 10 men and 2 women with 5 guns of White scarf front defected to military official in Svay Rieng province. One of their member Riem Sam-At had reported many information on the enemy activity and his biography to the military official. Riem Sam-At joined in army on March 25, 1970 at Prey Baraing and he worked as a chief of union unit S-3. In 1973, he was promoted to be a chief at security office in Brasot district, after he turned back from studying on political course and military strategy in region 23. In 1974, he was assigned to be a chief of company investigating of battalion 1 in region 23. The union unit was set up by Vietcong and all of the soldiers were the khmer communist district soldiers who fled from region 23. Battalion 1 had 200 soldiers, basing along the West and the North Prey Chamkar. the union unit's job was to spy on battle field compaign and military based of Khmer Communist in Brasot district, and they also went to infiltrate in another villages which were set up Vietcong in order to lobby people to join in Khmer Communist armed force in region 23, Svay Rieng province. Vietcong had proclaimed that their goal was to liberate people from communist and to offer the throne to Sihanouk.But the soldiers disliked Vietcong, because they thought that Vietcong cheated them. នៅថ្ងៃ២ មេសា ១៩៧៤ មានក្រុមរណសិរ្សកន្សែងសចំនួន១២នាក់ ក្នុងនោះមានស្រី២នាក់ផងប្រដាប់ដោយអាវុធ៥ដើមបានមកចុះចូល ជាមួយអាជ្ញាចំណោមនោះមានឈ្មោះរៀម សំអាតបានរាយការណ៍ អំពីសកម្មភាពរបស់ខ្មាំង។ ជននេះបានចូលបម្រើទ័ពនៅថ្ងៃ២៥ មីនា ១៩៧០នៅព្រៃបារាំងឋានៈជាប្រធានក្រុមនៅក្នុងកងឯកភាពស-៣។ នៅក្នុងកឆ្នាំ ១៩៧៣ ជននេះមានឋានៈជាប្រធានផ្នែកសន្ដិសុខស្រុក ប្រសូត្រ បន្ទាប់ពីបានទៅរៀនសូត្រផ្នែកនយោបាយនិងក្បួនយុទ្ធសាស្ដ្រ នៅ តំបន់២៣មក។ នៅក្នុង១៩៧៤ត្រូវគេតែងតាំងឱ្យធ្វើជាប្រធានកង អនុសេនាធំគ១ផ្នែកស៊ើបការណ៍ប្រចាំកងវរសេនាតូច១តំបន់២៣។ កងនេះបង្កើតឡើងដោយពួកយៀកកុងខាងជើងក្នុងចំណោមបុគ្គលិក សុទ្ធតែជាកងទ័ពស្រុករបស់រដ្ឋអំណាចខ្មែរកុម្មុនិស្ដដែលរត់ចេញពីជួរ កងទ័ពតំបន់ ២៣។ កងអនុសេនាតូច១មានកម្លាំង ទាំងអស់២០០នាក់ ដែលមានទីតាំងនៅតាមមាត់ព្រៃចំការខាងលិចនិងសសៀលតាម មាត់ព្រៃខាងជើង។ កងនេះមានបេសកកម្មដើរស៊ើបការណ៍នៅតាម សមរភូមិ មើលស្ថានភាពទីតាំងទ័ពកម្លាំងទ័ពរបស់ពួកខ្មែរកុម្មុនិស្ដ ក្នុងស្រុកប្រសូត្រព្រមទាំងដើរឃោសនាជាខ្សែសម្ងាត់តាមក្នុងភូមិ ភាគនានាពួកយៀកកុងយួនបានបង្កើតជាខ្សែសម្ងាត់ដើម្បីដើររើស កងទ័ពដោយឃោសនាបំផុសនៅក្នុងជួរកងទ័ពខ្មែរកុម្មុនិស្ដនៅខេត្ដ ស្វាយរៀងតំបន់២៣។ ដោយក្នុងនោះលើកឡើងថារំដោះប្រជាជនឱ្យរួចផុតពីកណ្ដាប់ដៃខ្មែរ កុម្មុយនិស្ដលើកតម្កើងសេ្ដចសីហនុរំលាយ អង្គការរួម ។ កងទ័ពទាំងអស់ មិនពេញចិត្ដនឹងយួនយៀកកុងទេពី ព្រោះពួកគេបានយល់ច្បាស់ថាចាញ់ បោកពួកយៀកកុងឃោសនា។ យុទ្ធជននិងប្រជាជនមានការភ្ញាក់រលឹក ព្រមគ្នាហើយមានបំណងរត់ មកចូលរួបរួមជាមួយរដ្ឋាភិបាល សាធារណរដ្ឋវិញ។
