In 1968, he allegedly instilled people to hate the Khmer Rouge, to track the KR in order the report to the enemy in Prey Veng Province. In 1970, he joined the revolutionary army District militia in Region 22. In 1975, he moved to the Eastern Zone allegedly to set up a Party opposing the KR and allegedly killed high-ranking cadres, destroyed materials, and prepared plans to attack the KR.
