The article is about the high ranking people appointed by the Royal Government led by Prince Norodom Sihanouk before the coup. Some of these people had fleed to forest to form the Cambodian People Armed Forces of National Liberation. They are Pen Nouth, the prime minister; Kieu Samphan, the vice primier, Minister of Defence and Commader-in-chief of the Liberation Armed Forces; Hou Youn, Minister of Interior, Cooperatives, and Communal Reform; Hu Nim, Minister of Information and Propaganda; Ieng Sary, the principal liaison; Norodom Phurismara, Minister of Justice and judicial reform; Sarin Chhak, Minister of Foreign Afairs.
