Srei Phanarin, in region 5, who was a CIA force in 1973, confessed that Ou Savat, in Prek Po village, Srei Santhor district, Kampong Cham province, was a former military police major. In 1972, Ou Savat joined CIA spy in link of In Tam and Chea Kim Eng. Savat received plans to convince people to stage demonstration and to cause the subversion at villages and sub-districts.
