The administration took very seriously the question of possible cooperation between the Cambodian non-communist resistence and the Khmer Rouge, since one of US primary policy objectives was to prevent a Khmer Rouge return to power in Cambodia.
ខាងរដ្ឋបាលបានប្រកាន់យកនូវបញ្ហាដែលពិភាក្សាដែលអាចធ្វើប្រតិបត្ដិការក រួមគ្នារវាងក្រុមតស៊ូមិនមែនកម្មុយនិស្ដកម្ពុជា និង ក្រុមខ្មែរក្រហមចាប់តាំង ពីគោលនយោបាយបឋមរបស់សហរដ្ឋអាមេរិក ដែលបានសត្យានុម័តឡើង ដើម្បីទប់ស្កាត់ការវិលត្រឡប់មកកាន់អំណាចនៅ ប្រទេសកម្ពុជាវិញរបស់ខ្មែរក្រហម។
