The representatives of the five had reached agreement on a "framework document" which, from their point of view, constituted a basis sufficient to obtain the agreement of all parties and to invite them to form a Supreme National Council, which would take the Cambodia's seat at the UN.
តំណាងអចិន្ដ្រៃយ៍ទាំង៥ឈានដល់ធ្វើកិច្ចព្រមព្រៀងស្ដីពី «ឯកសារក្រប ខណ្ឌ» ដែលនិយាយអំពីទស្សនវិស័យរបស់គេ បង្កើតនូវមូលដ្ឋានគ្រឹះ គ្រប់គ្រាន់ ដើម្បីទទួលបាននូវការយល់ព្រមពីភាគីទាំងអស់ ព្រមទាំង សម្រាប់អពោ្ជូូីញពួកគេជាអធិបតីក្នុងការបង្កើតនូវឧត្ដមក្រុមប្រឹក្សា ជាតិ ដែលអាចឱ្យកម្ពុជាទទួលបាននូវអាសានៈនៅអង្គការសហប្រជាជាតិ។
