There is a belief that the Cambodia people have a right to self-determination and to a free, neutral and independent Cambodia. There force, the policy of the US government should support a settlement of the Cambodian crisis based on the exclusion of the Khmer Rouge.
តាមគោលការណ៍ជឿថាប្រជាជនកម្ពុជា មានសិទិ្ធក្នុងការសមេ្រចចិត្ដដោយ ខ្លួនឯងនិងដោយសេរី អព្យាក្រឹត្យ និងឯករាជ្យភាពនៃប្រទេសកម្ពុជា ហេតុដូចេ្នះហើយទើបគោលនយោបាយនៃរដ្ឋាភិបាលសហរដ្ឋអាមេរិកគួរតែ គាំទ្រដល់ការដោះស្រាយវិបតិ្ដនៅកម្ពុជាដោយផ្អែកទៅលើការបណេ្ដញក្រុម ខ្មែរក្រហម។
