Ros Seam aka Song confessed that on April 27, 1975, Eng had a meeting with Khuon meant to assigned new leader beside people from the Communist Party of Kampuchea and to prepare the attack plan in order to take over the revolution from the Communist Party of Kampuchea.
រស់ ស៊ាម ហៅ សុង បានសារភាពថាៈ នៅថ្ងៃទី២៧-៤-១៩៧៥ អេងបានចូលប្រជុំជាមួយ ឃួន ដែលមានខ្លឹមសារឱ្យប្រកាសចាត់តាំង គណៈដឹកនាំថ្មីផេ្សងពីបក្សកុម្មុយនិសកម្ពុជា រៀបចំផែនការប្រយុទ្ធ ដណ្ដើមផលបដិវត្ដពីបក្សកុម្មុយនិសកម្ពុជា។
