While there had been reports of political killing by the Phnom Penh regime, Cambodian who left the country in 1990 reported no such killing, During 1990 there were fearver reports of political killing by the Khmer Rouge.
ស្របពេលដែលមានរបាយការណ៍អំពីគោលនយោបាយនៃការកាប់សម្លាប់ ដោយរបបភ្នំពេញឃើញថាប្រជាជនកម្ពុជាច្រើនបានរត់ចេញពីប្រទេសនៅក្នុងឆ្នាំ១៩៩០ គឺត្រូវទទួលរងការកាប់សម្លាប់យ៉ាងតិចតួចបំផុតហើយ ក្នុងអំឡុងឆ្នាំ ១៩៩០នេះដដែល គឺទទួលរបាយការណ៍យ៉ាងតិចបំផុតពី ខាងខ្មែរក្រហមអំពីគោលនយោបាយកាប់សម្លាប់នេះ។
