The Phnom Penh government and its Vietnamese backers controlled the population, the rice and most of the roads in Cambodia. The Khmer resistance had to try to take these three elements away from their enemies.
រដ្ឋាភិបាលភ្នំពេញនិងក្រុមដែលគាំទ្រដោយវៀតណាមបានគ្រប់គ្រងទៅលើ ចំនួនប្រជាជន ស្រូវ អង្ករ និងផ្លូវថ្នល់ជាច្រើនស្ទើរតែទាំងអស់ដែលមាន នៅ ក្នុងប្រទេសកម្ពុជា។ ក្រុមអ្នកតស៊ូខ្មែរបានព្យាយាមដណ្ដើមយកនូវ កត្ដាទាំងបីមកវិញ ចេញពីកណ្ដាប់ដៃរបស់សត្រូវ។
