The Carter administration had become more concerned in recent days over increased fighting between Cambodia and Vietnam. The administration's concern did focused not only on the impact of fignting on Indochina but also upon potentially involved the major powers in the rivalry.
រដ្ឋាភិបាលលោកប្រធានាធិបតី ខាធឺ បានក្លាយជាការព្រួយបារម្ភកាន់តែខ្លាំងឡើងក្នុងរយះពេលប៉ុន្មានថ្ងៃថ្មីៗនេះ ដោយសារការប្រយុទស្ធគ្នារវាងប្រទេសកម្ពុជា និង វៀតណាម។ ការព្រួយបារម្ភរបស់សហរដ្ឋអាមេរិក មិនបានផ្ដោតលើប៉ះពាល់លើការប្រយុទ្ធក្នុងតំបន់ឧបទ្វីឥណ្ឌូចិន ប៉ុន្ដែនៅលើសក្ដានុពលជាប់ពាក់ព័ន្ធនឹងអំណាចដ៏សំខាន់នៅក្នុងការប្រគួតតប្រជែងនេះ។
