President Carter condemned Cambodia as the worst violator of human rights in the world. Refugees had recounted abuses such as mass killing, inhuman treatment of the previous government supporters, the total suppression of political and religious freedoms, as well as deprivation of food and health care.
ប្រធានាធិបតីខាទ័របានថ្កោលទោសកម"ុជាថាជាអ្នករំលោភសិទ្ធិមនុស្សដ៏អាក្រក់បំផុតលើពិភពលោក។ ជនភៀសខ្លួនបានរៀបរាប់ឡើងវិញនូវការំលោភបំពាណដូចជាកាសម្លាប់រង្គាល កាធ្វើអំពើអមនុស្សធម៌ទៅលើអ្នកគាំទ្ររបបរដ្ឋាភីបាលមុន កាគៀបសង្កាត់ជាមួយនូវសេរីភាពនយោបាយ និង សាសនា និងភានថយចុះនៃការថែទាំសុខភាព និងស្បៀងអាហារ។
