Cambodia had to face several challenges. There were 5 major challenges: the human and finacial cost of the civil war, the consequences of democratization of Comecon, the negative consequences of the positive measures of 1989, the exacerbation of ethnic tensions and the incapacity of a single party to meet challenges.
