The signatories to the Paris Agreements on Cambodia had given the UN a raft of mission: at the very least, to create the conditions for a lasting peace, to set up the bases for a pluralist democracy, to begin the reconstruction of the country, and to repatriate and reintegrate 372,000 refugees.
