Communist regime in South Vietnam allowed peasants to keep their land and farm it, but the state would buy the rice after harvest. On the other had, Cambodia was in danger of mass starvation, for there was difficulty in the transport of food. Therefore, the population was driven back to the land to help raise rice.
របបកុម្មុយនិសនៅវៀតណាមខាងត្បូងអនុញ្ញាតឱ្យកសិករមានកម្មសិទ្ធិលើដីរបស់ពួកគេ និងប្រើប្រាស់វាប៉ុនែÒរដ្ឋនឹងទិញយកអង្កបន្ទាប់ពីប្រមូលផល។ ដោយឡែកកម"ុជាទៅក្នុងគ្រោះអត់ឃ្លានដីធំមួយដោយមានពិបាកក្នុងកាដឹងជញ្ជូនស្បៀងអាហារ។ ដូចេ្នះប្រជាជនត្រូវដឹកនាំត្រលប់ទៅកាន់វាលស្រែ ដើម្បីជួយធ្វើកាផលិតអង្ករ។
