Structure of 17 April Hospital was that Poeun was a chief, Phun, deputy chief, and Theat, member. 4 major sections were divided. In 17 April hospital, there were more than 700 people, who frequently provoked unfavorable insurgency. Some stole watches and materials, put poison in vegetable and soups. Some men entered women houses and insufficient food was not provided, as limited by the Angkar.
រចនាសម្ពន័្ធរបស់មន្ទីរពេទ្យ១៧ មេសា មានឈ្មោះពឿន ជាប្រធាន, ភុន អនុប្រធាន និងធាតុ ជាសមាជិក។ មន្ទីរពេទ្យនេះចែកចេញជា ៤ផ្នែកធំៗ។ នៅក្នុងមន្ទីរពេទ្យ១៧ មេសា មានកម្លាំងរួមប្រហែល ជាង៧០០នាក់ ហើយតែងតែមានបាតុភាពមិនល្អមួយចំនួនដូចជា មានអ្នកលួចនាឡិការនិងសម្ភារៈ មានដាក់ថ្នាំបំពុលក្នុងសម្លនិងបន្លែ មានយុទ្ធជនលួចឡើងលើផ្ទះនារី និងបាតុភាពហូបមិនគ្រប់គ្រាន់ តាមរបបអង្គការកំណត់។
