Chhouk, Chakrei and Koy Thuon's network in region 24 and division 170 had assigned CIA network in seizing the revolutionary authority, carrying out traitorous acts, and defending their forces. They had attracted all forces who had both little or big conflict with communist party of Kampuchea . Generally, they follow revisionist line of Vietnamese party, listen to Vietnam, regard them as superiors.
មូលដ្ឋានតំបន់ ២៤ និងកងពល ១៧០ មានឈ្មោះ ឈូក និង ចក្រី ខ្សែ កុយ ធួន បានចាត់តាំងភ្នាក់ងារ សេ-អ៊ី-អា របស់ខ្លួនដើម្បីដណ្ដើម អំណាចបដិវត្ដន៍ ធ្វើសកម្មភាពក្បត់ផង ការពារបក្សពួកផង។ ពួកនេះបានអូសទាញគ្រប់កម្លាំងទាំងអស់ដែលមានទំនាស់តិច ឬ ច្រើនជាមួយបក្សកុម្មុយនិស្ដកម្ពុជា។ ជាទូទៅបក្សពួកក្បត់នេះ ដើរ តាមមាគ៌ាសើរើរបស់បក្សយួន ស្ដាប់យួន គោរពយួនជាឧបជ្ឈាយ៍។
