Meas Chhean, 52, secretary of region 22, Eastern zone, was born in Kbal Chrouk village, Korky Saom sub-district, Rumduol district, Svay Rieng province. In 1946, he worked as militiaman. After, Nai Soeng Sichann arrested for one month by French, he joined the Neang Kung Hing Party, headed by Lon Nol, and his salary was 1,500 Riels. In 1951, he joined the Vietnamese Worker Party, under the acceptance of Uk Hok. After that, he built up a militia base led by traitorous leader Phuong Chhouk. In 1975, Chakrei, chief of division, was assigned to assassinate brother 1 and 2 by using raiding strategy,and to seize the Radio station; as for traitor group preparing in outside of Phnom Penh had to be responsible to stir up chaos in regions governed by themselves. Furthermore, Chhean and his network constantly carried out anti-revolutionary activities, until he was arrested and sent to the Angkar by people.
មាស ឈាន លេខាតំបន់ ២២ ភូមិភាគបូព៌ាអាយុ ៥២ ឆ្នាំ កើតនៅភូមិក្បាលជ្រូក ឃុំគគីសោម ស្រុករំដួល ខេត្ដស្វាយរៀង។ ១៩៤៦ ធ្វើសេនាជនភូមិក្បាលជ្រូក។ ក្រោយពីបារាំងចាប់ ណៃ សឹងស៊ីចាន់ ១ ខែ ឈាន ចូលគណៈបក្សនាងគង្ហីងរបស់ លន់ ណុល បានប្រាក់ខែ ១៥០០៛។ ឆ្នាំ ១៩៥១ ចូលបក្សពលករ វៀតណាមមាន អ៊ុក ហុក ជាអ្នកទទួលស្គាល់។ សកម្មភាពជា បន្ដបន្ទាប់ ឈាន បានកសាងមូលដ្ឋានទ័ព និងនៅក្រោមការគ្រប់ គ្រងរបស់មេក្បត់ឈ្មោះ ភួង ឈូក។ នៅឆ្នាំ ១៩៧៥ ចក្រី ប្រធានកងពល ទទួលភារកិច្ចធ្វើឃាតបងធំទី ១ និង ទី ២ តាមវិធីឈ្លប និងក្ដាប់វិទ្យុអោយបាន ចំណែកក្រុមក្បត់នៅក្រៅ ភ្នំពេញធ្វើកូបកម្មតាមតំបន់ដែលខ្លួនក្ដាប់អំណាច។ ឈាន និងបក្ស ពួកក្បត់បានធ្វើសកម្មភាពប្រឆាំងបដិវត្ដន៍រហូតដល់ថ្ងៃទី១០-៦-១៩៧៨ ឈាន ត្រូវបានប្រជាជនចាប់ខ្លួនបញ្ជូនអោយអង្គការតែម្ដង។
